Actually, Cicero is under GPL. The sources are available from
http://www.cam.org/~nico/cicero/cicero-0.7.1.tar.gz
It depends on Mbrola, which is not open-source but still freely
available at
http://tcts.fpms.ac.be/synthesis/mbrola.html
