Pause/resume in python bindings

working on the espeak output module, I tried testing the pause/resume
commands using the speechd python bindings. I noticed that both the
pause and the resume function of the class SSIPClient send the STOP
command, which is not what I would have expected. Is there a reason
for not using the PAUSE and RESUME commands in these bindings or is
this a bug?
