Oh, I can see the function is not present in
festival-freebsoft-utils 0.7.  Please try festival-freebsoft-utils
snapshot from
http://www.freebsoft.org/festival-freebsoft-utils#anchor0.  I should
probably release new version of festival-freebsoft-utils.
