PulseAudio output and suspending sound devices

If Speech Dispatcher PulseAudio output is used, then once Speech
Dispatcher starts speaking PulseAudio never releases the output sound
device. This prevents running additional instances of PulseAudio by
other users when Speech Dispatcher is idle. It means that once Speech
Dispatcher is started under the speech-dispatcher user (typically during
the boot sequence), nobody can run an additional PulseAudio server
anymore. Especially `gdm' and regular users are prevented to use the
sound device (and their own Speech Dispatcher instances, of course).
Would it be possible to fix the Speech Dispatcher PulseAudio output so
that the corresponding PulseAudio server suspends audio devices when
there is nothing to speak?
