A bug in Espeak 1.30 and questions on updating to 1.31

In Slackware, portaudio is not included as a package so I built
Slackware packages for portaudio and espeak.  I use the portaudio 19
header in the Makefile.  I will build an espeak 1.31 package for
Slackware shortly.
