Ibmtts: Could not create ECI instance.

Dear all,

Trying to install ibmtts with french voice on an up-to-date Debian
unstable system.
ibmtts is the only module that is added in
/etc/speech-dispatcher/speechd.conf.
Running the spd-say program makes the dumy module talk. In the logs is
the following message:
Ibmtts: Could not create ECI instance.

Has anyone an idea how to resolve this issue ?
