patch to add GET methods

Luke, Hynek,

I'd really appreciate if this patch would make it into the next
release (official or otherwise) of speech-dispatcher.  It would be
great to be able to fetch the current values of pitch, volume, rate,
and language (in addition to the already merged fetching of the
current output_module and voicetype) in ktts real-time controls.  This
way ktts could be closed and re-opened, and the actual current values
of speech-dispatcher could be shown in the config.
